What are the key validation and deployment issues of L5-enabled GPS receivers?

In 1999, Vice President Al Gore announced the intent of the United States to modernize its constellation of GPS satellites. Part of this program involves the addition of a third civil signal at L5 (1176.45 MHz). The L5 signal will make GPS a more robust navigation service by further mitigating RF interference and reducing errors due to the ionosphere. This signal will be available on later versions of the Block IIF satellite. Because L5 constellation will not be fully operational for some time, L5-enabled GPS receivers must currently be tested with satellite signal simulators. This flexible test approach offers full control over signal parameters and allows for repeatability and consistency between trials.
